The wetter the snow the better.If it's not real wet,try holding the snowball between your hands 4 a little while.Hope this helps

To be able to have snow stick together you need more moisture mixed in with the snow. So on warmer days, it is a lot easier because some of the snow has already melted.

It is very hard to make a snowball out of fresh powder, you need moisuture in it. If you have a mix of snow and frozen rain, and the snow sits for a while, the snow sticks to itself, and voila, a snowball!
