What is the best Women's Rain Jacket?

I'm going to be living in a very rainy place and need a rain jacket that I can wear in cold, mild and warm weather. I was looking at the REI Kimtah Jacket, which has some really great reviews. I need to keep it under $300, but the key thing is having something breathable and waterproof.
